What do you need to do in order to add your base to a description of a world, out of curiosity's sake? It's something I've been thinking of. IE how do you make your base an official location on that world?

Be influential and/ or large enough.
Just because you have a base there, doesn't mean that you're important or influential enough within that verse.
That being said, when I say 'large' I do not mean 'Create a huge castle with 10000 secondaries'.
Basically, work towards having an Impact on the verse you're setting up in.
