Is Palpatine a prime? I'm aware that he is an NPC, but I eventually plan on getting the Storyteller to oversee and control something involving him, and if he's a prime or not and if the normal prime rules on re-spawning and such apply to him as well as any other prime greatly affect the plan that Reuben and I are concocting.

Yukki, Palpatine was one of the very first primes, he's not dying to anyone, anytime soon.
