If a move someone else has submitted has been approved, can anyone use that move, or only the person who submitted it?

Shouldn't you ask permission if it's someone else's move?

EDIT: To elaborate, if you jacked a custom move of mine I'd be rather irked. I could care less about simple ones like weapons or general stuff that isn't creatively fabricated, but like the truly custom creations? Yeah...I'd want to know first.

I was thinking more along the lines of a basic weapon, such as a sword or gun, etc. That's what I was talking about specifically, that way I don't have to take up staff's time getting a move approved when that weapon has been approved three or four times already from different people.
