A bit unsure on this one... not sure if Luffy is ditzy enough in his hungry state to eat anything he might mistake as meat or not. Lemme know if I'm off base.

Well considering Luffy's medicinal knowledge consists of eating meat as a remedy when he's injured, and Buggy's arm was the only thing in sight to quell his hunger, it's not so farfetched. :zany:
