Does it cost anything to make prime NPCs?
Can you update all/any NPCs (primes, secondaries, personal and site) the same as any other character (including site NPCs [which, on that note as well, if the site NPC was not originally your suggestion, can you suggest updates to them?])?
After approval, do you post prime NPCs anywhere else?

How should one go about allocating items, moves, powers, etc. to secondary NPCs, including those summoned by one of your own characters (or other prime NPCs/characters)?
Although the rules mention that secondaries summoned by your character (although this might also extend to other NPCs? the question does anyways) cannot "give an advantage" in competition and fights without being an Assist, does that include with other NPCs (of any type)?
Is it all right to travel for an extended period of time with secondaries (or perhaps prime NPCs as well, and even write threads featuring those other NPCs without your character [including those not of your own device]) that your character has not summoned?

No. You're limited to 2 Prime NPCs per character, though.

If by update you mean give them powers, proficiencies, moves and such, you're fine to do that with your own Prime and Secondary NPCs. Being that they can't help you in combat unless they're Assists, it's purely flavor so go ahead (standard NPC rules apply). Site NPCs, however, you wouldn't be able to control like that unless you had staff approval, since they're public use and some people may not want someone like Wartortle to have Flight, for example.

They're kept in the Approval thread for record-keeping. If they're a Site NPC they usually also have a page devoted to them here. You're also free to post them in your Roster thread if they're your personal NPCs (i.e. non-site NPCs)

However you like. Just type it up in a roster-like sheet and as long as it abides by the level rules in the link I posted above, it's fine. I do want to note however that you can't use NPCs to carry items that your player character owns, as that would effectively give you extra slots for items. Additionally, any items that you have your NPCs buy would be purely for RP fodder (essentially for looks). You couldn't have them buy and use a banishment circle in a graded fight, for example.

Yes. No NPCs can give an advantage in combat unless you 'buy' them as an Assist. If you want to have your character fight side-by-side them in a personal storyline, that's fine. You just can't have them involved in any graded fights, sagas, bounty hunts, etc.

Absolutely. The only gray area is Site NPCs as they're sorta like library books. You can't claim them as your own or have them out for a super long time. Use your best judgement.

Can I drop a prime npc? Mao never even made it to the new npc thread and records of him were erased when the old thread disappeared

You didn't keep a record of him in your roster?

Also, I don't see the problem in dropping a prime NPC if you really want to.
