If I wish to use a different weapon during a power up, must I buy said weapon? Say I buy my animal instincts and gain claws as a weapon. Do I have to buy the weapon of claws along with the power up? The claws could only be active during the power up.

Yes, you'd need to buy the weapon along with the power-up. It might not make sense at first, but it's important to note that all moves are usable by default when powered-up. Any restrictions you want to self-enforce would be pure roleplay flavor.
