What does it do? If it doesn't do anything special you can just upgrade your DEF stat and you can RP as you getting your armor back

It does nothing special really but how much could i increase Jak's DEF stat by?

He means you could buy your first Permanent Stat Upgrade for 1000 OM and RP the change as being due to you getting your armor back.
