Character history: (this story is a WIP, sorry about that) Jams Bolero was just an ordinary outlier in his everyday school until he and three of his friends were introduced to another world known as Noverra. This world of imaginative wonder with it's trampoline plains, skysland archipelagos and unique physics and lifeforms holds many dark secrets, such as an evil tyrant resurrected from nothing, a sadistic snake-lady who uses personality-inverting venom just to cause chaos, and the possibility of these extraordinary creatures escaping to Earth and causing havoc. Jams, along with his friends Ja'shaun, Will and Kelly, were called upon to aid Noverra in it's darkest hour while also keeping things relatively upbeat and comedic.
Physical Description: Jams is a bit taller than the average 13-year-old, with seemingly flimsy muscles (though this is deceiving). He has average bangs and sideburns, and his hair is brown that fades to black as it goes down his neck. He wears a red shirt with the words "AWE inc." plastered in large white text on the front. Jams also wears black shorts and black shoes with white soles. Sometimes may break out a sports jacket with black dress pants and a fedora out of hammerspace, though it does nothing beyond appearances.

A broom, about 1.5m/5 ft. in length. Can be used to sweep dust into the eyes of anyone up to 6 feet away. The cloud is about as big as a human head and is only able to blind one person. Also, it can only be used in dusty areas, i.e. a desert or a filthy or unkempt room. It is a little heavy, and a little slow as a result.

Looking good for the most part. Just a couple questions about your move there.
Just for full transparency here, because move descriptions are also for the aid of those you write with, but what's the approximate size of the broom in question? Assuming just average broom there, but for specifics, y'know. Also: the dust cloud. Approximate size, range and the like.
The magical charge is the main stumbling block here. I'm not really sure what it does. Is it just....he charges for 10 seconds and then his strikes with the broom are stronger until he gets hit, or is just one good hit? The former probably wouldn't fly. The latter would be excessive; a charge of 1 or 2 seconds would be sufficient.
Clear those things up and we'll get you set.

Alright then, good sir! I'll quickly list my add-ons here, then proceed to edit them to the topic itself.
The broom was poorly worded, sorry about that... It's really hard to think of how to say it. For starters, the things you'd expect from a broom. The broom is about average sized I would say, though I'm not sure if my average is the same as yours. Let's say... about 1.5 meters or 5 feet? The dust cloud would be 8 feet high and 10 feet wide and deep, however this also includes Jams since he kinda is in the center of what's making the dust in the first place... also, getting out of the cloud negates the debuff.
Is it ok if I just drop charging entirely? I have another idea for a move, however I cannot afford it since it's ranged and I already have two proficiencies. Hopefully when I get around to that new move, I'll be a bit clearer on the details. As of now, though, I cut out the bit of charging from the topic in case it may be needed again.

Alrighty. With the dropping of charging, that'll drop the move to 600. That size of dust cloud would also necessitate the Area Attack Proficiency. You've got more than enough for it, as things stand, so that's not an issue. Give a yea or nay on whether you'd like to go ahead and grab that and we'll get you set up.

Hmm... let me crunch the numbers once more...
I should have 3300, if my math is correct, so I can definitely afford it. However, I think I will rework it to the following because the ranged proficiency is more useful for my future advancements in character.
Jams can use his broom to sweep dust directly into someone's eyes from about 6 feet away, where the cloud is only about as big as the average human's head. It can blind them for 5 seconds unless they wear protective gear that completely protects the eyes, i.e. splash goggles (the dust can get under normal glasses). This works best in a patch of dry dirt, sand, or a very dusty room, otherwise it is practically impossible.
(I mean, he could use it in a clean area, but he'd have to sweep up a pile of dust first, and no one wants to read about Jams mastering his "Broomstyle" in the most domestic sense imaginable.)
I'll tack on the ranged proficiency and make my other move soon after this is done. I haven't quite figured it out completely yet.
