For the base I purchased, once I make the story for Harry actually crafting it, can I have him utilize Omnilium in-character to cast a spell in order to shape the tunnels? It'd just be the spent OM from the base, being used in the creation of the base.

Yeah. Roughly, I'd say, it will take several hours to summon all the tunnels.
It would be good to have a rough story for who/what summoned Edinburgh to Camelot in the first place, if you're having the city as an existing place and not summoning that part yourself. Even if it's just legend.
