What actions can be done without dedicated moves? Are characters allowed to do small, cosmetic things without purchasing moves for them? For instance, could a wizard produce magelight without having a dedicated move, since it's a simple little trick that doesn't so much involve casting a spell as focusing ones mind?

Small cosmetic things are fine, and the example of magelight is fine (I wouldn't charge anyone for having a flashlight, after all). For example, in his personal RP, Magus used his character's existing magic to summon an illusory dragon-pet thing the size of his hand in order to demonstrate his magical prowess to Link. Stuff like that is cool without moves. Now, changing all of your clothes and hairstyle instantaneously, for example, would be iffy as it already comes under the Illusory Shapeshifting power. Obviously this kind of thing can be iffy, so just check with me if you're unsure.
