Essentially, One area may have a Tron styled setting, but when you travel to another area (say File Island) It's appearance can change and look like the Digital world.

Proto described the Highway as a jet-stream of information with Space Invaders enemies in it, Ditto described the Highway as an actual highway with actual cars. If you so choose, I'd say you'd be fine making it a river. It's open to interpretation.

As for locations, if past threads are any indication, it's similarly open to how you want to describe it. Both parties that were in the Dataverse so far went through portals off of the highway to get to new areas. Ditto wrote his zone as a Gotham-esque city and Proto described visiting an iron-works. I'd imagine there's few things you couldn't see there. I like to imagine it as Matrix-ish.

I imagine it as being like a very wide tube of sorts, with exits off like a normal highway. Inside the tube, ships of all sorts are flying back and forth. Like from every video game imaginable. Boats, 8-bit ships, nothing is too zany because it's a virtual world. Maybe there are cars driving on the bottom of the tube too?
