What's the rule on Secondaries? Does that basically mean, a Prime has the power to summon anyone from their history, anywhere in the universe? Can a Prime summon a deceased relative for instance?

I'm not staff, so the standard "take with a grain of salt" disclaimer applies. That said, the general answer to your questions would be yes. A Prime can summon anyone, either intentionally or accidentally, from their universe from any point in time. So yes, even a deceased relative could be summoned to the Omniverse. In fact, the secondaries you use don't have to be ones that were IC-wise summoned by your character; though you can't use any of the named characters from other universes, you can use an original secondary that was summoned by an unknown Prime from another universe.

However, as the rules state, you can only summon/have up to five secondaries per level (though this primarily applies to NPCs that stick around your character on a semi-regular basis; random NPCs that inhabit the world don't really count towards this limit). Also, if they are a prominent enough character that another player is likely to pick them as a playable character, then it might make more sense to make them Prime NPCs rather than secondaries. In that case, the standard Prime NPC rules apply.
