Since Omni now confirmed that a child of two Primes would be a Secondary, that raises another question. Can Omni turn a Secondary into a Prime? Or does he exclusively favour individuals from other universes in that regard?

Ok, then let me pose that question in a different way. Say a person had a Secondary NPC character which they wanted to turn into a Prime; either they want to make them a Prime NPC or they even want to make them their second character. Would they be allowed to do that?
