So, how exactly does it work? Can it be used at the whim of the user? Does it only kick in at moments of danger and/or need? And how does one go exactly about RPing it?

Like anything, you can rationalize it IC however you'd like.
As for how it functions, I imagine it to be like Spidey Sense. If you wanted to extend it beyond just notifying you of danger, you'd probably have to pursue moves and whatnot.
