1. If I had used NPC points in a character but never played them, could I drop them and take the points back

If my character (Dr. McNinja, let's say) was already in the Omniverse before... disappearing, can he remember his Omniverse history if I switch to him?

Having living quarters doesn’t violate rules in any verse. It just needs to be a base if you want it to be defensible or buy upgrades for it. Otherwise it’s fodder/slice of life roleplaying.

What exactly are you planning where a T8 would be necessary? What exactly would be on this Tier 8 that wouldn't be on one of the other Tiers? Adding to the Lore of the site is always encouraged, but we want to limit redundancy and focus on improvements.

What Jeff said. Read the Coruscant information. Tier 7 is basically the bilge of the city. Ship graveyards would absolutely be a thing.
