It'd probably depend on the tier. T1 likely has rich folks style mausoleums, with holographic displays. T7 probably just shoves all their dead through recycling centers

Jakob (NPC-Prime) just got his shit rekt by his Future girlfriend. I would like to upgrade his CS to be Level 4 now, how would I do that? Just resumbit the whole character sheet or just submit the moves/things i want to give him in the sake of kicking her ass?

You'd resubmit the character sheet in full in the NPC Approval thread. Note that you're making changes in the post.

In addition to what Trixie said, you should also submit any moves (other than extremely basic ones such as a sword or gun) to Move Approval before you update the CS. Alex says this in the first post of the NPC One Stop Shop thread:

Might need to be updated, but the star pieces are listed along with other artefacts. Any not on this list should be available, as long as the list is current and up to date.

Regarding the Star Pieces, only one with a quest that isn't completed or in progress is the Blue Star Piece from Dalaran in Camelot.

Anything T4 and below, I'm going to assume they probably have nothing formal for graves. Probably because a) grave robbing, b) lack of space, and c) I could see the Empire banning any sort of non-certified digging below ground.

The total OM requirements always remain the same. It's only the minimum level that changes, but you'll still need to meet the required OM total.

From the Base Description:
"Bases may be small or large, even a small town if you wish. Bear in mind that this is role-playing fodder and doesn't give you any extra advantages. Growing your town into a focal point for the verse, adding inhabitants and even growing bigger town and city should take a long time."
Max size is a small town. Which I interpret as your actual home and between 3 and 5 other residences.

I have two super attacks, but different tiers, of the same Super Move. If I wanted to change the visual aspect into something else entirely but still keep it a single target Super Offensive could I do so by reapproving it? Or would I have to sell and then buy and new T1 Super Move?

Just post your move in approval with the changes. If it's still doing a similar thing, it can be approved as an update/upgrade. (So, you can "buy" the changes for 0 OM in your log once approved, no need to waste OM selling your move and gettting a new one)
