This is probably a basic question. I legitimately tried to find an answer before posting, promise.

How do you buy new powers for your Prime NPC? Do I just buy it myself? Do I just assume he can have it since he's authorized to be up to my level?

To buy new powers, moves, or whatever for an NPC you resubmit the approval form with the new power/move/root vegetable added in.

Since I assumed that the NPC Prime had 5,000 OM to spend when I started, how much OM do I assume he has now? Whatever the equivalent is my level?

Edit: I guess if you intro'd them at level 1 you could figure out how many words you've written with that NPC and do the OM calculation? But that doesn't work if you want them to get stronger between appearances. There isn't really a formula for behind-the-scenes NPC OM gain. It's mostly down to the  flow of the narrative.

How do items work in regards to fusion?

Specifically
- If you eat a senzu bean while fused will it recover the hp of all members of the fusion?
- If you eat a food pill and then de-fuse does the stat increase apply to all members of the fusion or does it disappear?
- Same thing with the power consumbables, do all members get the power after they defuse?

@Straz: Items are used on an individual, rather than the fusion as a whole. So you could actually eat two identical food pills in a double fusion (one per person) and they'd stack. But to fully heal your fusion you'd need two beans.

Is this true of consumables as well? Could say, Starman be an ability that's only usable when I'm in stock? 

Also, are the consumable appearance descriptions malleable as well? Instead of Starman making my character go rainbow colors, could I use a different temporary appearance change?

If you want to call an item a very limited use ability, I guess you can. But, I'm going to say that you should have some little activation time - akin to the time it'd take to use an item.

As for appearance, sure. Go ahead and fodder that however, as long as you don't glow so bright you're impossible to look at or something like that. (The rules don't even say that a star man makes your rainbow coloured)
