You don't use your own om to purchase stuff for npcs unless they're also assists. You can update an npc by resubmitting them to the shop with the changes included. Beyond that I suggest rereading the Npc rules.

You could, but you'd have to put it in quote tags so you don't gain OM from them similiar to how you can copy and paste Omni's speech or other people's dialogue you just can't gain OM from them.
Though I'd recommend against this because it is lazy and doesn't get you OM.

Dunno what you exactly mean by secret, but you'd need to buy the base relocation before you move it and RP Warren picking it up and deploying it where you'd want it to go. You wouldn't be able to like, run to the Dunes when someone is on their way to your base in the Greens and then just randomly say that you secretly moved it to the Dunes while they were en route or something.

How similar does a fusion have to be to both participants?
Say Ebony fused with China (who has natural claws). Could their fusion end up as a large wolf or panther? Something that on its own doesn't really resemble any of the original people (outside of colour scheme) as long as all the powers and available moves are the same.

There's no set rule for how a fusion must look.
Citation(s): When Proto Man and Mickey Mouse fused, it was the token dbz-style thing where it was like, Mickey Mouse wearing Proto Man's armor.
However, there was a four person fusion of Shang Tsung, Magus, Sinestro, and Atelos the Spartan that wound up being a like, a skeletal energy creature with no semblance of any of them.
As long as you don't give the fused form any Powers/Moves that its parts didn't have, you are a'okay.
