No.

As far as I know, the only exception is mimic.

Ah. So just to clarify using a phone and Omnilium to "replay" videos as attacks wouldn't exactly work unless you own the Profs/Powers required?

Two questions.

1. Are you allowed to mimc a mimiced mive. Say someone saw or read a move with insight, and within the next hour use the move infrount of someone else with mimic. Could the secound person copy the move?

2. Assuming the top questiin is yes. Would the pwer of the move (assuming the two had the same stats) be the same or weaker then the firsrt mimic of the move?

You can buy whatever moves you want, provided they've been approved. If by 'reclaimed' you mean 'added for free like this was World of Warcraft and you retrieved your corpse' the answer is an emphatic no. 

Also, please, don't clog the thread. Limit yourself to asking a question once.

Considering that the main criteria for something being a power or a proficiency is 'its on the Omniverse list of Powers or Proficiencies respectively', and that within this system there are plenty of superhuman abilities that can be (and have been) rendered as moves which don't require any Powers™ at all, let alone what can be had by combining existing Powers and Proficiencies, I'm not entirely sure what you're asking. If you have something specific you're wondering about, kick it over to the move creation workshop or create a separate thread.

Not to open a whole discussion about it, but I feel like the "Powers and Proficiencies" list offers a MASSIVE open system for Moves to work with. You can create a "fodder" power, such as Firebending either using a series of moves and similar powers to create a facsimile.

In summery; call it whatever you want IC, a "Power," a "Quirk," a "Nitch," etc. OOC, game wise, you just build it out of the legos you have in the box.

You'd need the upgraded version of Astral Projection, where you enter physically. In doing so, you'd also be good to bring your artifacts with you.

In response to the question above: would you be allowed to have a base in the Dataverse, since the limitations are similar to the Astral Realm?

And, this may have been asked before but how is it handled site-wise if a faction establishes itself in the territory of an NPC faction (like the Avengers did in imperial territory in the VD)? Is there any sort of Storyteller intervention?
