Is there any way to become affiliated to a faction without doing their respective affiliation quest(s)? What if that particular faction has no quests to "set the bar"?

Yeah. Doing personal stories directly related to aiding the Faction can get you affiliated with it. Just do some roleplays like that and drop a Thread in the Help Box for staff review.

Just so we're clear we are free to give ourselves flavour items right? Even ones that may be found in the other quests?
Btw just as another question.. if I wanted to write books for my character to have IC but also wanted to put them on the site somewhere OOC I realize dataverse is a good place for such a thing but is there another suitable non dataversey place to put such IC literature?

Q1 - Need a more specific example of what you're trying to get at.
Q2 - There are libraries in both Camelot and Coruscant, so your best bet would be to check out those locations. There are also smaller libraries in a few of the 'minor' factions like Darkshire, Costa del Sol, Carrefore, Rapture, etc.

You can't just give yourself a free flavor item than can become a move for writing your own story line. That's just not fair and it's cheating the system. You can give yourself a flavor item if you want, but if you want it to be a move, you gotta purchase it as one.
Edit: That being said, if you want to write up a quest, get staff approval on it, word requirements, and rewards, and then do it, go ahead. But you'll be judged by a staff member just like any other normal quest out there.
