I'd say Lvl 17 for Chakravartin in the Omniverse, though he hasn't had much chance to display it.
In his original canon he was a lvl 20, and has been responsible for both attempted and successful genocides and the extinction of multiple sentient species, but upon finding himself weakened in the Omniverse he's trying to show a lot more restraint.

I'm curious on what LV Dane would be.
He will happily kill in self defense, but it's extremely rare for him to strike first unless he knows his opponent is about to attack him, or if he's outnumbered and a fight is likely.
Technically, everyone he's killed besides one* has been in self defense or in the defense of others. That said, he'd provoke someone just to have an excuse to fight them. And, once someone does attack him, he has no problem killing them. Which is a mix of the descriptions for multiple LVs. I'm not sure where to put him.
*got in a fight with a commander he thought was crap and killed them (technically self defense, he didn't strike first). Killed an innocent witness to protect himself and secure leadership afterwards (they were going to tell others).
If I were to guess, he's probably about 13ish maybe?

Harry's probably somewhere around 8-11, depending on variables.
Akira's a solid 3, despite not having actually killed anyone. He would kill someone in self defense if he had to, and then beat himself up over it, but if it were to protect Futaba, or to a lesser extent any of the other Confidants, he'd have way fewer regrets.

Since gaining a Heart, Schwi has not killed and the ideas that killing and letting others being killed would harm her heart has been ingrained into her personality. If pushed hard enough she would eventually kill to protect the one she loves, or may kill by accident as she would still fight to disable her opponent.

Hijiri is probably in the 15-18 range. He's a soldier, so kills people pretty frequently, after all.

Katrielle's most likely no higher than a 2 here-- she doesn't like hurting people unless necessary.
Ernest, while sharing her sentiments, is more capable of hurting people, although he probably won't go higher than 3 unless someone does something terrible to Kat.

Lemmy is a 1-2 on normal basis and would rise up to a 3-4 on more serious cases; anything beyond that will be a means of concern and it must be stopped as soon as possible because that's not a good sign.
However, knowing how sensitive and goodnatured Lemmy is, I'm sure his LV (even if raised) would drop down in time..unless he needs immediate help.
Gaster would be a LV of 3-4 at best but I can kinda see him go higher if he loses himself (due to instability).
...yeah, I have some screwed up muses.

Mori is probably a 10. He doesn't kill unless it's necessary but has no qualms with killing if it comes to that.

China's an easy Lv20. He's been killing and eating people (and animals) his entire life, and won't even spare children. The only thing stopping him from committing actual genocide is that fact that he's a total weakling compared to a whole lot of people from his reality.

Stein's most powerful technique in his home dimension was called the Almighty Shield. It would heal allies, repair buildings, reenergize other Heros... and bubble all enemies. These bubbles would let attacks in, but nothing could leave. First degree murder? Not many notches on this belt. Second degree? Accomplice? This belt has so many notches its just string. He had the power to stop other heros from killing, but instead... he allowed it. Hell, he made it easy for them.
In the name of the greater good... he has long since sacrificed his innocence.

Cirno is most likely a LV of 9 due to her being a a youkai of ice ages (meaning she has killed a butt load of people over a few billion years.) she still feels bad about what she has done but its been a couple billion years so she is doing pretty good for her LV (she hasn't actually killed for a few decades except for syn who she murdered in a rage). Cirno would protect Gensokyo or Russia and even go and be a one man army if need be to help protect them.
Marisa is willing to kill to protect gensokyo and its inhabitants with little to no qualms for killing if people break spell card rules. so using that she most likely is 7 though she hasn't actually killed YET.
