I laughed at this, but the nerd in me went, "No, he covers it because he is not a Uchiha and thus can not actually crontol the chakra output of his sharingan, so it stays on all the time, unlike a Uchiha like Sasuke who can turn it on an off. Covering it minimizes the chakra output so that he is not so drained all the time."
