I would like to know if the Omniverse silent hill is like the games or if it’s supposed to have more of a medieval vibe to it? Cause it’s supposed to have modern buildings and stuff right?

Does NPC points count the total level of your accounts or just the highest level of your accounts?
Would factions get their own NPC points for faction NPCs?

NPC Points are calculated per account. Not total among multiple accounts.
Player Faction NPCs are taken out of the player or players in the Faction.

Calcualted per account is the same thing as total among multiple accounts? You have the same number of NPC points in both instances.

Can characters using Disassemble still attack and use moves normally?
It doesn't actually say that they can't attack on the Powers page, but Phasing (which is sort of similar) does prevent people from attacking, so I'm not too sure...

Sure can. Unlike Phasing, Disassemble doesn't necessarily include any immunities.

Would fairy-tales (e.g. Snow White, Red Riding Hood, Sleeping Beauty) be considered a "canon" from which you may not pull characters if yours is unrelated? Obviously not the Disney movies or similar versions with very identifiable characters (the seven dwarves, Maleficient etc.), but more general, like the Grimm brothers collection.

So two questions about a move im working on. Is a ok debuff for a move cutting stats in half (specifically the ones I flip on a opponent). And the other being is it even ok to flip stats as a basic non-super move (ex. atk and tec)

If this were to be allowed it would be of Super Move strength. Mirroring Omni's thoughts about a similar question a couple pages back, why do you want to do this?
