As long as it has access, it's fine. The OV does not have any requirement for breathing air. Either breathe you some water, summon you some diving gear, summon a submarine "mount" or whatever. If underwater bases were out, Rapture wouldn't exist.

Huh. I'd make an actual help desk thread about it then. Since your roster is something you should be able to edit. Try refreshing the page and making sure you're using the right account first though, just in case it's something trivial.

It would be back to pre-assault standards. It was on an upward swing prior to the assault, and being victorious in that event would likely have surged morale, leading to a quick rebuilding of infrastructure and soldiery.

You don't have the ability to offer a faction anything worth the time, effort, and lives it would take to assault Dracula. Darkshire wants him dead, but lack the power to launch an assault. Everyone else is too far away to be overly concerned.
