Would a move that essentially turns a person into a "Shadow" for moving through verses quicker be allowed? Also could such a move be used in combat in order to dodge/attack from an opponent's shadow? What proficiencies/powers would it require?

Bear in mind that there's no 'free quick movement' Moves. That's what vehicles let you do.

This is odd... next to "Open Buddy List", on the left, I have both Rest Points and Omnilium displayed.
The only thing I can imagine would be that somehow you have it disabled in your options, otherwise you'll have to ask someone with more technical knowledge.

Keeping in mind that you only get Two NPC primes, I'm going to say yes, but I am also going to say that you'd need to drop said NPC.

i.e They'd have to disappear from the Omniverse (Which would just be you not using them anymore).

I'm gonna say no. Buy the individual Pokémon as assists and you probably could, but I'd advise re-reading the secondary and assist rules.

Are there any rules or limitations on players using NPC Primes or Secondaries to participate in a group void quest?

(I'm asking because while from what I gathered normally neither are allowed to do quests, the Secondary Saga is a thing that happened and I want to open up the Void Quest to people whose Primes are occupied elsewhere but who would like to participate with an NPCP or a Secondary if it was allowed)

It's not so much that NPCs can't do quests (hence the Secondary Saga) so much as that they can't enjoy the mechanical benefits of those quests, nor can their participation count towards the completion of the quest in a PC's stead. This applies to both Prime and secondary NPCs alike. 

That said, provided the above limitations are kept in mind, you're free to permit members to participate with NPCs.

Since no one has played Garona since and you hadn't really done much with her, I'm going to say you can just resume where you left off.

So I have an idea for a character who utilizes a sort of ethereal of tether, an ability innate to them. Basically, they would touch an object/person/whatever and that would create a phantom rope stretching the space between them and whatever they happened to touch. What this tether would do is keep the two affixed items/persons from getting too far apart from each other. As the two would get further apart, movement would get more difficult, until eventually the pulling force overcame any other forces at work, and spring the two closer together, much like what a physical bungee cord or elastic band would do, except less corporeal, so someone stronger or heavier than them would be able to use the cord to their advantage. The tether just phases through matter, but would require a physical touch to affix it. What sort of proficiencies and powers would I be looking at to make such a thing possible?

Definitely Debuff, maybe in addition to the Ranged Proficiency and Area Attack. The tether as a kind of mysterious force thing could be Telekinesis. Really, I'd have to see a move written up, but this is what I'm thinking so far. Very interesting!

-Would the Empire know anything about his past involvement with Cinnabar, or even about his pre-Omniverse life?

-Do they know what about his big plans? Do they know what he aims to achieve or is he just a rampaging rebel to them?

When using the chatbox, if I try to scroll up, about three seconds later it will scroll back to the bottom of the chatbox whether someone's added something new or not. I can only read older messages, which might have only happened a minute ago, by using the Archive button. Is this something unique to my PC or is there a scrolling issue with it I'm not aware of?

--I imagine they treat him much the same as any rebel element in Coruscant/VD.

I have this issue as well. It's annoying, to say the least.
