I might either have Veritas or Sombra show up to observe, and if Sombra shows up he'll try to get his island castle recognized as it's own Nation State.

The Sage would definitely take note of this and try to make it. An idea of the timeframe would be appreciated however, since I may be starting a pretty lengthy quest sometime in the near future

Nothing has been decided officially yet, we need to see who is actually interested, and who they will be going for (or even if it's just to observe). If this goes ahead, then I plan on consulting with Omni & Proto on what the main NPC factions would think about this.
If they deem it important enough for the Empire and the Kingdom to send representatives, then they will probably send one of their own people (one of their higher up NPCs)

If I can get Neptune up and kicking again, this might be a good excuse for me to get Planeptune populated and on the Omni-peoples' collective radar. Further, provided Nep can remain in HDD, she'd be pretty patient and detached from the general politics of the Omniverse, so she would make for a good mediator or arbitrator in this sort of thing.
Just gonna toss that out there as an idea, if people are willing to climb rubble to reach a floating island. Oh, and I'm definitely going. If not as Nep, then as Jojo, because politics and law interest her, and she could proooooobably serve the same purpose (minus having anything to back her up in the way of a nation/faction/anything at all).
