To add my two cents in from my previous staff experience: a mobile base isn't impossible, per se. But it would need to remain in the same general area of the Verse you built it in.
For example, if you made a battleship in the Deeps your Base, it could sail around an island, but could not travel the high seas.

You post as the character that the post is supposed to be for. Don't write a Gildarts post and then post as Freeza (for example).

The DA gives out OM rewards to all participants.
Are these rewards handed out after the DA has finished for everyone?

So for Plot Reasons, aka "Plot Armor" one couldn't have their main weapon that uses Physical Strength fail to be summoned after an event that I'm currently writing for a while?

If you want to do that for story reasons, by all means. Go for it. Just no reason for you to handicap yourself unless you want to.
