Alrighty. Here's the deal. Your prose is, of course, superior, and in light of that you've more than satisfied the word-count. However, combining the on-again off-again nature of how you got there with the fact that you eliminated Michael during a scene-transition (well-executed though it was), and we can't quite give this the go-ahead yet. Fill in that blank spot where Kopaka actually does the thing the EPD asked him so long ago to do, and quest-approval will be yours.

I waffled a bit on whether to give you an exceptional writing bonus as well, but as much as I love your prose, the false starts lacking clean segues broke the flow too much. You killed it on the ending - Kopaka's wholehearted descent into bloodthirsty madness is chilling (appropriately enough), and the contrast between his lust for violence and the cultists' welcoming pacifist resistance was stark and unsettling - but I've gotta be as objective as I can.

Word and character count came out slightly different when I double checked: 10405 and 57475. Not a terrifying discrepancy, but worth noting.

The thing that really kept this from Exemplary was how you formatted your dialogue. Whenever two characters are talking, its helpful if you break the paragraph when the speaker changes so that you don't end up with back-to-back quote-marked sentences spoken by different people. Not doing so makes it difficult for a reader to follow who's saying what, especially if the dialogue's content lacks immediate contextual clues.
