I like to plan ahead, so I'd like a confirmation before I think too far into it.
In the future, I'd like to play Hunter Hayes from Apotropaism, a song created by GHOST. GHOST has another song called Broadcast Illusion, and it features a character called Kennith Simmons. The songs aren't related in story, but would it be possible to have Kennith as an NPC Prime for Hunter because they both originate from the same creator?

Unfortunately no. In the same vein that Cell couldn't summon Arale, even though Akira Toriyama created both series, you wouldn't be able to pull from different works by the same creator.

Ah. I hoped a minor exception would exist for songs because they're usually only one or two characters in a song that could possibly be used.

Is it okay to have a purely cosmetic appearance change based on how much a character is exerting herself?
For example:
Diablo is going to drastically change Trixie's appearance and outfit to match that of a Dark Side agent fitting to his organization, but in order to blend and fit into normal society, Trixie will have to actively repress the dark energy with the OM within her. Except as she battles and lets loose her appearance will change until her true colors are shown. IC she'll play this off as accepting more the dark side of the force into her life, thus altering how she looks.

Cosmetic changes that are minor such as slight variations in skintone, hair color, or clothing should be fine. The general rule is: as long as you look like the same person, you're golden. If you don't, get Shapeshifting, an Alternate Form, or a Powered-Up Form.

Hmm. I was considering doing the Cinnabar Island quest to get Gengar a home, but then going off and doing the PLF quest as well to get into some hinjinx. I'm guessing I might lose my plot of land if I did that?

Nah. The PLF ain't exactly welcomed with open arms on Cinnabar (or rather, by Mewtwo), but they ain't gonna kick you off the island.

Can Enhanced Senses be considered to be "always on" like regular senses except stronger, or must the user of ES activate them or focus for them to have any effect?

Enhanced Senses are Passive. Special applications (Moves) based on it WILL need to be activated however.

Honestly, I'd disagree with Cell on this one. The PLF are terrorists. Cinnibar Island are neutral. If I were them, I sure as hell wouldn't let a confirmed terrorist stay on the island. I'm sure there are sympathisers here and there, but officially policy would be dead against. Imagine the IRA in Ireland.
So maybe if you weren't known to be part of the PLF, it would work. Or if you had your fingers in the pockets of some of the more corrupt council members. But Mewtwo, if he found out, would not be a fan, considering he's worked to provide a safe haven for Pokemon and providing amnesty for a terrorist would absolutely threaten that.

So how would it go down if I completed their land quest and then came out as PLF? Would I get disowned? I'm happy either way, just want to do it right.

I edited up there to give a few more deets. Really I think you're a good enough writer to come up with a plausible cause and effect. I'd just run whatever plan past us if it seems like it might be fuzzy on the canon.
