Would it be okay to have a sort of 'catch-all' move for a certain weapon type? For instance, say you own a golden shortsword, and a silver one. You want the two moves to have the same power level, same range, etc. Would it be okay to have them both be a part of the same move, considering which one you use is a purely aesthetic effect?

You could request permission for it if you have a storyline in mind, but it's not allowed to have an army of secondaries "just cause", as it would give your character a lot of easy power.

It's not impossible, but you'd need a lot of influence with the faction that you want to convince. And even then there's no guarantee that they'll follow your recommendations.

Is it possible to complete one quest while working on another one at the same time?
The specific situation in question being that I am at Cinnibar Island while working towards the Star piece quest, and the storyline I have there would fulfill the reqs for "A little peace and Quiet". would I be allowed to complete that question "In the middle " of the other test, as it were?

Here's what I think: If this were to be possible, you would need to treat the "A Little Peace and Quiet" quest as a separate quest simply placed in the middle of the Stars quest, like you said. What that means is, everything before the beginning of the posts that count towards "A Little Peace and Quiet" go towards the Stars quest, and everything after those posts also counts toward the Stars quest.
The posts relating to "A Little Peace and Quiet" should not count towards the word requirement of the Stars quest and vice versa, meaning you have to write more overall to meet the requirements of both quests. You would also need to wait for the results of your "secondary" quest in order to continue with the larger storyline.

Is it acceptable to purchase a prefabricated item for a character (in this case it would be a Mobile Dataverse Device&Communicator/Smartphone) with OM before their first post in the Nexus (like it had come with the character) if the character has enough extra to spare out of their starting amount, or would they need to go about summoning it in a post there? Either way it's not too much of a hassle, I just don't want to do it one way only to be told I should have done it the other.
This character's smartphone is kind of a major piece of equipment for them, for reference. It's not just a phone for phone's sake, it's something they wouldn't be caught dead without. Having one is considered more important than having a weapon in (most) battles in their world.

another question since I'm planning things out right now, but do the Verses have any sort of magnetic field? (e.g. would a compass or something like that work at all, since there aren't any poles for them to detect?)

It seems to me that it would be general knowledge, but.... well, Pale Moors inhabitants probably aren't going to mention it in day-to-day conversation unless there's a good reason for it. For instance, if they are trying to warn you off from visiting the castle or something like that, they might say, "Oh, you don't want to tangle with that vampire person, he served DIABLO." It's basically a matter of looking for an opportune and natural moment to broach the topic, feel free to get creative!

I'm going to say no to life steal.
1. If you had a life steal move, it would make the healing mechanics, that we already have, useless.
2. It would be a nightmare to balance
3. It would make you kind of op.
So for now, no life steal (just use healing/ regeneration).

Does the ranged proficiency automatically give the ability to shoot basic shots? Haven't seen that clarified anywhere.

Nope. You'd need a move for that. The only proficiency that gives you basic attacks by default is Physical Strength.
