Just an FYI, but I'm pretty sure that the entire OV is only, like, a decade old or something, canonically.
Even if you take into account the messed up nature of time here, I'd say there's little to no chance that an entire generation (or more) would have passed since Gil left...

With the frequency you guys slaughter Stormtroopers and innocent civilians in your gangs I'm pretty sure enough secondaries have been killed to warrant a generation passing.

Nah, I'm not saying there can't be old people with grandkids, I just mean that any children old enough to be getting history lessons from their grandparents are probably also old enough to remember the Big G by themselves.

Memory is pretty tricky, especially when you're young. Any kid that's physically 3 to 7 now would probably have, at best, vague memories of the past days.

But seriously, though; the dead in the OV will generally be replenished by new Secondaries being summoned, rather than children growing up... simply because that would take far too long. Everyone fights so much that all the Secondaries would probably be dead in no time if new ones stopped showing up.
So its not really a question of generations passing in the traditional sense.
... though you could certainly have the residents from Gil's time telling newcomers about how the place wasn't always such a shithole, I suppose.

Not without the player owner's permission. Outside of Nippur, you are free to do what you want, but to conjoin or add your base to Nippur you would definitely need permission.
