Omni's voice-to-text is janked, so would it be too much trouble to ask for some other mod to help me with this one? My intention is basically for it to be Telekinesis but you can attack and break the hard-light constructs, which should make it less powerful because basic telekinesis doesn't have a flaw. The exchange is that it works at full strength up to the max range, whereas telekinesis trails off.

If telekinesis were being used in such particular ways such as prying things open or holding things together with any degree of effectiveness it would need moves for those specific things. In a similar vein you'd need to have moves for each thing he can do with the hard light constructs. You could have a simple hand-type thing that can move and manipulate objects for 300, if you can give an example of the kind of things it can appear as then I can approve it. It needs to be fairly delimited.

Yes, he flies twice around his target. He is approximately fifteen meters away as he fires, and his target will have a couple seconds -- two or three, approximately -- before the ring of lasers rains in. Enough time to use a Defensive move or try and mitigate the damage in some way.

Kopaka summons a surge of elemental power into his Ice Sword for two seconds before thrusting it forward. A brilliant white-blue beam of ice rockets out from the tip, traveling roughly at the speed of an RPG, and leaving a flurry of ice flakes in its wake. Anyone struck by the beam is rapidly encased in a heavy mound of ice, unable to move. This does not harm the target, aside from leaving them with an intense chill. Fast-moving targets may only have parts of their bodies frozen if it is a glancing blow, and extremely powerful targets might be able to break free of the icy snare with some effort. Alternatively, Kopaka can use this ice beam to create basic shapes and structures anywhere up to 50 meters away, such as ramps, walls, spheres, and seals.
Kopaka cannot create a structure and freeze an opponent within the same round.

The vines attack and defend as Emerald does, acting essentially as additional limbs and extensions of herself, making it more difficult for an opponent to defend/dodge her melee attacks. Vines with Emerald's attacks by whipping and striking at the target.
If needed, by bring up a forearm to defend herself, Emerald can call upon a vine to block for her, similar to if she were to actually block with her own arm(s). Each vine can block one attack, and is destroyed afterwards, shriveling and dying. The vines are as fast and as strong as Emerald is, even reflecting and reduction in speed or strength she suffers. Essentially, if she cannot move, neither can the vines.
The vines are rooted at their base to where they were initially grown, and can move freely to attack and defend as needed, growing stretching to length as needed as well. They are ineffective if the target has moved more than 50 meters in any direction (including into the air) from where they were initially grown.
The vines themselves can be attacked at their base to disable them, and cannot defend themselves independently of Emerald’s instruction. The vines’ growth can only be interrupted if Emerald is knocked unconscious or if they are destroyed.[/spoiler]

EDIT: Another analogous Power is Elasticity, which does literally the EXACT same thing as this move, only that instead of Sinestro's Physical body being the thing manipulating things, it would be an extension of his thought. Functionally, he would take damage to his mind instead of his body when the constructs were attacked and damaged, whereas with Elasticity would be straight to the flesh. Elasticity even allows you to make ATTACKS at extended range, which is the first instance of a rolled up power/move I've seen so far.

Characters with elasticity have bodies like rubber, allowing them to stretch to impossible lengths and bend better than any contortionist. To make full use of this power, you will require Physical Strength, Ranged Proficiency (to use punches, kicks etc at range, which requires no additional moves other than both aforementioned proficiencies) and the Remote Control Proficiency (to manipulate things at range). To make holes in your chest or other more 'fantastic' applications of elasticity like making your limbs bigger, you will need Malleability.

The objects that appear and complete these manipulations are actually physically present, and physically manipulating the objects they are interacting with, and thus must be the same size and shape of a normal object completing the task it is meant to do (as a general rule, at least 1 cubic foot per 50lbs force exerted) and must be in sufficient contact as would a normal object completing the same task. The larger the object is, the more concentration, mental energy and exhaustion it is for Sinestro to complete.
These objects have superficial images associated with them, always in the form of an object that is completing the task. If the object is grabbing and moving another thing, it will have a "grasping" mechanic, be it a hand, a mouth, a clamp, a claw, etc.
These objects can be attacked, damaged and destroyed. The more damage they take, the more strain it puts on Sinestro's mind. The more energy he puts into these objects, the harder they are to break but the more physically and mentally exhausted he becomes. These objects will immediately dissipate upon his breaking his concentration for any reason. Maximum range of ~30 meters (~100 feet)

The point is that we charge you for each different 'use' of a move, roughly speaking. So if you later reveal in your role-plays that your energy shield can also be used as a magic crowbar, we're going to consider that an exploit unless you mentioned it could do that in the description."

What does this entail? Is it just flavour or is she inhibited in any way?
10 minutes is still too long for most primes. Basically, logically, would she be able to hold that person with her actual arms for that long? Would she be able to hold three or four people for that long with her actual arms? Probably not. If you're boosting the power from her normal abilities then you really need much bigger downsides. I'd just base it on the vague description of how long she'd be able to hold a normal person with her ATK/TEC, unless you're adding in much bigger downsides.

They need to be a fraction of Emerald's strength or have much bigger downsides. You're essentially multiplying her attack within a limited area, for a 3 second summon and no other significant cost.
"Moves must generally have downsides equivalent to their effects. We generally assume that even weak moves cost some fatigue; for example, swinging a sword or blocking the shield is going to tire you out, that's a given. So, assume that as a move get stronger, the downsides need to be greater in order to compensate. If your character attacks with six times the strength of a normal punch, they'd better have six times the windup, or leave you winded because of how fatiguing it was. Or a combination of both, where you have three times the windup and feel a bit winded. Get it?"

Yes, a hand can open something, and yes a crowbar can; but a crowbar can do it much better. Telekinesis can't form into a crowbar unless you specifically purchasing move for prying things open. Basically you want to move that will allow you to have the best tool for any given task.
As I've said before, as with the bit of the Moves Guide that I quoted to Nealapph, you need to delimit it. Because the description is completely open, it leaves the potential for you to summon a crane to lift something out of the ground or Dragon to pick it up with its teeth. Those kinds of things wouldn't be allowed, which is why we need you to put exactly the forms and shapes he can use into the description. If they are similar enough, I will okay it. For example, if two things were roughly the same shape and size and didn't have different utility (I'm counting a hand or mouth as having different utility than a crowbar/tire iron) then I'd probably roll them into the same 300-OM 'use'.

A brilliant white-blue beam of ice rockets out from the tip, traveling roughly at the speed of an RPG, and leaving a flurry of ice flakes in its wake. Anyone struck by the beam is rapidly encased in a heavy mound of ice, unable to move. This does not harm the target, aside from leaving them with an intense chill. Fast-moving targets may only have parts of their bodies frozen if it is a glancing blow, and extremely powerful targets might be able to break free of the icy snare with some effort. Alternatively, Kopaka can use this ice beam to create solid shapes and structures anywhere up to 50 meters away, including ramps, walls, spheres, domes and seals.
Kopaka cannot create a structure and freeze an opponent within the same round. You need to describe what these things he can make are; their size, et cetera. If you can make them any size, obviously that will cost more. You're looking at close to 2000 OM, just FYI.

As I've said before, as with the bit of the Moves Guide that I quoted to Nealapph, you need to delimit it. Because the description is completely open, it leaves the potential for you to summon a crane to lift something out of the ground or Dragon to pick it up with its teeth. If a dragon's mouth and a crane are both doing functionally the same thing with literally no other differences than what they look like, then why does it matter what they look like? If 2 hands can do a thing, why does it matter what it looks like? In this instance, the crowbar and the hands are equal strength, capable of exerting the same amount of force, they just look different. Why is that a problem? Isn't the root of this system "what it does, not what it looks like when it happens"? With a clearly, obviously delimited system of "anything 2 hands can do," with a clearly outlined measurement of force, I don't understand the issue at hand.
With Elasticity, your hands have FULL dexterity. They can grab, punch, kick, throw, anything that your hands can do. So why is it an issue that the image that's completing it matter?
Would you charge a person twice for having 2 techniques of flying if they moved at the exact same speed, at the exact same maneuverability? Why are you charging them twice for the same power, if they're used in the EXACT same way?
If I take text from the powers that YOU WROTE, I can hodge-podge a power together:
Shapeshifting:
This allows you to change your form into that of another humanoid or creature you have seen or can think of. (no taller or wider than twelve feet, and no smaller than half of your basic size)
Telekinesis:
Telekinesis is the ability to remotely move objects with the power of your mind. ... Maximum range of ~30 meters (~100 feet)
Elasticity:
To make full use of this power, you will require Physical Strength, Ranged Proficiency (to use punches, kicks etc at range, which requires no additional moves other than both aforementioned proficiencies) and the Remote Control Proficiency (to manipulate things at range)
And this move incorporates some of the aspects of those moves, while keeping ALL of their weaknesses, and negating major aspects of their benefits:
-I can't pretend to be somebody else (or to take it a step further, I can't create realistic illusions; nobody will be fooled into thinking its real) like I can with shapeshifting.
-My constructs can be broken, unlike Telekinesis
-I don't have the inherent (and free) attacks that Elasticity gives.
You've already created moves all on your own that do everything that I'm asking for. You're saying they need to be delimited, but YOU YOURSELF have already made moves that, in part, do everything I'm asking.
-Can look like anything within a certain cubic area that follows a functional theme
-Can move things with their mind, at a range
-Can Manipulate as if it was being used with 2 hands

What does this entail? Is it just flavour or is she inhibited in any way?
10 minutes is still too long for most primes. Basically, logically, would she be able to hold that person with her actual arms for that long? Would she be able to hold three or four people for that long with her actual arms? Probably not. If you're boosting the power from her normal abilities then you really need much bigger downsides. I'd just base it on the vague description of how long she'd be able to hold a normal person with her ATK/TEC, unless you're adding in much bigger downsides.
Essentially I've trimmed this down to try and be a support move, trading her ability to do anything, for being able to restrain her target(s) for awhile. Maybe the addition of something like "the 10 minutes maximum is reduced for each additional target, 5 min when holding two, 3.5 min when holding 3, and 2.5 min when holding 4," would suffice? I'm not sure what more changes to make to still get my desired effect. Maybe reworking it into a Tier 1 Super Move?

They need to be a fraction of Emerald's strength or have much bigger downsides. You're essentially multiplying her attack within a limited area, for a 3 second summon and no other significant cost.
"Moves must generally have downsides equivalent to their effects. We generally assume that even weak moves cost some fatigue; for example, swinging a sword or blocking the shield is going to tire you out, that's a given. So, assume that as a move get stronger, the downsides need to be greater in order to compensate. If your character attacks with six times the strength of a normal punch, they'd better have six times the windup, or leave you winded because of how fatiguing it was. Or a combination of both, where you have three times the windup and feel a bit winded. Get it?"
With this, the sole purpose was to essentially be like she grew two extra pairs of arms to attack with. Maybe reducing the number to 2 vines and improving their resilience slightly would do the trick? I dont know how to reword this to better describe this effect I want.

Okay, put that in the description. Like I said it's still going to be limited to how long she would actually be able to hold those people with her arms, unless you give bigger downsides, because that's how the move system works. I summed it up in that quote. Obviously you can give greater power by making it a super move; in that case, the SP is the downside.

Two vines doesn't sound too bad. It's still essentially doubling her base attack but considering it's a limited area and they have the weaknesses, I'd approve that. Maybe emphasize that swinging her giant-plant-arms-that-don't-hurt-her-when-they-take-damage around is more fatiguing than just swinging her regular arms around? That'd make it fair.

Yeah, the reason I'm making them not just pure illusion is so that people can attack and damage them, making them weaker and easier for people to overcome them. If that weakness is a rule breaker, I'll be happy to take it out.
OR hey, I can even make it so that people can just attack "in the area of the illusion" so that it's easier. If that works, I'll take that.
