If a fusion has enough COLLECTIVE OM to reach a level which is required to purchase Super Moves and Assists, may they purchase them? They wouldn only be able to use those moves when they were in the form that had the requisite OM, of course.

For example, would the 4-man fusion, which has a total OM of over 106k, be able to purchase T3 supermoves or assists, and ONLY use them when they are a part of THAT fusion?

I'm going to say no.

An individual character would have to purchase the move, prior to fusing, which is only possible at the appropriate level.

So I want to get a Tier 1 power up and I read in the rules that you can't put half of the points in one stat. If I have the power up a huge a huge draw back could I put a +3 in one stat? ( I planned to have Red pass out after using it for whatever was a necessary time limit) also would I have to post in the one approval topic regardless the stat boost?

Regardless of drawbacks, gotta follow the rules, mate. No putting more than half into one stat boost, no exceptions. Unless you get a Powered-up Form, that's another story altogether. 

And yes, still need to post it in the approval topic just to have it on record.

Every Prime goes through the same introduction and, if you do use it, you must quote it.

For the purpose of the 'Get a partner,' for that and any other quests with that requirement, the partner has to be another writer's prime (and by prime, I mean their prime, not an npc prime or something)

I do believe you're fine to have a move approved before you actually have the ability to use/purchase it, yes.

Yes. You just resubmit it with the exact same description, but instead of a T1, it might be a T2.

Okay, for characters who have zero understanding of the Dataverse or who simply enjoy a good letter/package: Is it possible to set up something like pigeon mail, or just a random mail courier service that can span across verses and magically knows where people are?

Dataverse Devices can take pretty much any shape, so there's nothing precluding you from creating a Dataverse device that has a form more comprehensible to the character. For example, the device could be a pigeon that physically travels in and out of the Dataverse and brings back any responses in the form of physical letters. Another great idea I've heard would be a magical book/diary where anything you write gets put up on the Dataverse and any responses appear as written replies (i.e. kind of like Tom Riddle's diary from Harry Potter and The Chamber of Secrets).

Really, as long as you don't attempt to use it as justification to do things beyond the Dataverse Device's intended function (like, for example, trying to use the aforementioned pigeons as a way to physically enter the Dataverse without an Uplink Station), there is no limit to how you can rationalise it.

Greg may step in here to over-rule me, but I don't think that's common knowledge at all. This is (post-Enabling Act) Chancellor Palpatine, so prior to all the mutilation that made it kind of hard for him to be a normal person.

Plus this is the Omniverse, so I imagine he identifies more so as "Emperor/Ruler of Coruscant" than a sith lord. I think he'd take full advantage of the tabula rasa that is the Omniverse.
